You must research state issues and the issues that affect your district, constituents, and attentive newsreaders.  If you are a legislator, you must understand the demographics of your District and the state, don't forget that you have been elected by your constituents. We believe that you should act as a trustee of your constituents and remind yourself throughout your preparation and at the conference that: "You've been elected by the people because, you were the best option to represent them because of what you believe."
